Yet, as vehicles become smarter, the ethical implications of these technologies have come under intense scrutiny. From fatal crashes linked to flawed automation systems to public backlash over facial recognition in connected cars, the industry stands at a crossroads: innovation must be balanced with accountability.

At the heart of this challenge lies a growing disconnect. Legal frameworks struggle to keep pace with technological breakthroughs. Public understanding lags behind engineering capabilities. And while ethical guidelines are being published by governments, corporations, and academic institutions worldwide, they often lack enforceability. In this complex landscape, a new consensus is emerging among policymakers and technologists alike: standards—not just principles or laws—may offer the most viable path forward for responsible AI deployment.

This perspective is gaining traction in both policy circles and research communities. A recent paper published in Standard Science, authored by Yang Jiafan and Chen Ye from Zhijiang Lab, alongside Pan En-rong from the School of Marxism at Zhejiang University, argues that integrating AI ethics into technical standards represents a critical step toward sustainable innovation. Their analysis underscores how standardized norms can serve as a flexible yet binding mechanism between abstract moral principles and rigid legal requirements.

The authors point to real-world incidents that highlight the urgency of their proposal. One notable case involved a Nio ES8 sedan crashing in August 2021 while operating under its advanced driver assistance system. Though marketed with terminology suggesting high levels of autonomy, the vehicle’s AI failed to respond appropriately to road conditions, resulting in a fatal accident. This incident echoed broader concerns about misleading consumer perceptions regarding automation capabilities—a problem further amplified by similar tragedies involving Boeing’s 737 MAX aircraft, where an automated flight control system known as MCAS contributed to two catastrophic crashes.

These events did not merely expose technical flaws; they triggered widespread ethical panic. Consumers began questioning whether AI could ever be trusted with life-and-death decisions. Regulators scrambled to respond. Public confidence wavered. The ripple effects threatened not only individual companies but entire sectors built on intelligent automation.

What makes such crises particularly difficult to manage is the mismatch between technological advancement and societal readiness. Laws are inherently slow to adapt, requiring legislative processes that span months or years. Ethical guidelines, while valuable, remain voluntary and non-binding. As Yang, Chen, and Pan observe, there exists a crucial gap—one that standards are uniquely positioned to fill.

Unlike legislation, which tends to be broad and inflexible, technical standards are developed through collaborative processes involving engineers, regulators, ethicists, and industry stakeholders. They are designed to evolve alongside technology, offering detailed specifications that ensure safety, interoperability, and compliance without stifling innovation. When infused with ethical considerations, these documents transform from mere checklists into governance tools capable of embedding values directly into system design.

This idea aligns with what scholars call the “empirical turn” in the philosophy of technology—an approach that emphasizes grounding ethical reflection in the actual practices and material realities of engineering. Rather than treating ethics as an external critique imposed after development, this framework advocates for ethics-by-design, where moral considerations are integrated from the earliest stages of product conception.

Evidence supports this integration. An analysis of technical literature on IEEE Xplore reveals that engineers themselves frequently raise ethical concerns during R&D—issues such as transparency, privacy, fairness, and accountability. These topics mirror those emphasized in formal AI ethics declarations issued by organizations like the European Commission, IEEE, and China’s National Governance Committee for the New Generation Artificial Intelligence.

In other words, the divide between technologists and ethicists may be more perceived than real. Most engineers already think ethically about their work—they simply do so using different language and methodologies. What is needed, then, is not a confrontation between disciplines, but collaboration. And standards provide the ideal platform for such interdisciplinary dialogue.

Recognizing this potential, Chinese authorities have taken concrete steps toward institutionalizing AI ethics within standardization frameworks. In 2020, five key ministries—including the National Standardization Administration, the Cyberspace Administration of China, and the Ministry of Science and Technology—jointly released the Guidelines for the Construction of the National New Generation Artificial Intelligence Standard System. This document explicitly calls for the inclusion of ethical considerations across all layers of AI development, from foundational algorithms to end-user applications.

Crucially, it mandates that AI ethics standards must permeate every stage of the technology lifecycle: design, implementation, deployment, and monitoring. Such comprehensive oversight ensures that ethical risks are identified early and mitigated systematically, rather than addressed reactively after harm occurs.

But creating standards is only the beginning. Implementing them requires a new kind of expertise—one that bridges technical proficiency with philosophical insight. To meet this demand, the authors advocate for cultivating interdisciplinary talent pools composed of scientists and engineers who possess native ethical reasoning skills, as well as philosophers and social scientists equipped with sufficient technical literacy to engage meaningfully with AI systems.

This dual competency is essential for several reasons. First, it enables proactive identification of ethical dilemmas during the design phase. For example, when developing facial recognition software for use in smart vehicles, interdisciplinary teams can anticipate issues related to consent, data storage, and surveillance creep before any code is written.

Second, such expertise allows for effective post-incident accountability. When accidents occur, having personnel who understand both the algorithmic logic and the ethical context enables deeper forensic analysis. Instead of treating AI systems as inscrutable “black boxes,” investigators can trace decision pathways, assess value trade-offs, and determine whether appropriate safeguards were in place.

To foster this convergence of knowledge domains, the paper recommends establishing dedicated AI ethics standards research centers. These hubs would bring together experts from diverse fields to co-develop normative frameworks, pilot testing protocols, and certification mechanisms. By functioning as neutral ground for dialogue, they could help align corporate incentives with public interest goals.

One promising model already exists in Zhejiang Province, where Zhijiang Lab—an interdisciplinary research institute backed by the provincial government, Zhejiang University, and leading tech firms—has launched initiatives focused on intelligent technology standardization and social governance. Its Intelligent Technology Standardization Research Center serves as a living laboratory for exploring how ethical principles can be translated into measurable, auditable criteria.

Another initiative, the Intelligent Social Governance Research Center, examines the societal impacts of AI adoption, providing empirical data to inform standard-setting processes. Together, these efforts exemplify what the authors describe as a “government-market-industry-university-institute” (GMUI) integrated research ecosystem—a structure designed to accelerate the translation of academic insights into practical regulations.

Such models are especially relevant given the geopolitical dimensions of AI standardization. As nations compete for leadership in next-generation technologies, ethical standards are increasingly becoming strategic assets. Countries that establish robust, credible frameworks early may gain first-mover advantages in shaping global norms.

Moreover, AI ethics standards can function as de facto trade barriers. Products developed without adherence to internationally recognized benchmarks may face restrictions in export markets. Conversely, alignment with widely accepted standards enhances market access and consumer trust.

There is also a risk of fragmentation. Without coordination, divergent national approaches could lead to incompatible systems, regulatory arbitrage, and diminished interoperability. That is why the authors stress the importance of international cooperation—even amid intensifying technological rivalry.

Collaborative standard-setting does not require ideological uniformity. Different cultures may prioritize certain values over others—privacy versus security, individual rights versus collective benefit—but common ground can still be found on core issues such as human oversight, system reliability, and redress mechanisms.

Indeed, many existing AI ethics frameworks already converge around a shared set of principles. Whether it is IEEE’s Ethically Aligned Design, the EU’s Trustworthy AI Guidelines, or Tencent’s ARCC Framework (“Accountable, Reliable, Controllable, Comprehensible”), recurring themes include fairness, transparency, safety, and accountability. These overlapping commitments suggest that a globally coherent approach to AI ethics is not only possible but already underway.

China’s growing involvement in this space reflects its ambition to play a constructive role in shaping the future of AI governance. Through bodies like the Artificial Intelligence Industry Alliance and the Beijing Academy of Artificial Intelligence, domestic stakeholders have contributed to international discourse while advancing localized implementations.

Still, challenges remain. Developing truly integrated standards demands sustained investment. It requires long-term commitment from funding agencies, patience from policymakers, and openness from corporate leaders. Short-term profit motives must give way to long-term responsibility.

Furthermore, standards must avoid becoming static artifacts. Given the speed of AI innovation, periodic review and iterative refinement are essential. Agile governance mechanisms—those that allow for rapid feedback loops and adaptive rule-making—are better suited to dynamic environments than traditional command-and-control models.

Public engagement also plays a vital role. While experts drive technical development, citizens must have avenues to voice concerns, influence priorities, and hold institutions accountable. Participatory approaches to standardization, including public consultations and citizen juries, can enhance legitimacy and social acceptance.

For the automotive industry specifically, the stakes could not be higher. Autonomous vehicles promise significant benefits: reduced traffic fatalities, improved mobility for underserved populations, lower emissions through optimized routing. But these gains depend on public willingness to adopt the technology.

Recent surveys indicate lingering skepticism. Many drivers express discomfort with relinquishing control to machines, especially after high-profile crashes. Rebuilding trust will require demonstrable improvements in both performance and oversight.

Here again, standards offer a solution. Clear, verifiable benchmarks for system behavior—such as minimum detection ranges, fail-safe response times, and data anonymization protocols—can reassure users that AI functions reliably and responsibly. Third-party certification programs, akin to crash-test ratings, could provide transparent comparisons across brands and models.

Some automakers are already moving in this direction. Volvo, for instance, has committed to full transparency in its autonomous driving data collection practices. Other manufacturers are participating in industry-wide consortia aimed at harmonizing safety metrics.

Yet voluntary measures alone are insufficient. Widespread adoption depends on mandatory standards enforced through regulation. Only when compliance becomes a baseline expectation will ethical AI become the norm rather than the exception.

Ultimately, the goal is not to slow down progress, but to steer it wisely. As General Secretary Xi Jinping has noted, AI is a transformative force with profound strategic implications. Mastering its development is key to enhancing national strength in economics, science, and defense.

But mastery entails more than technical prowess. It includes the ability to govern wisely, to anticipate consequences, and to earn public confidence. In this sense, the true measure of a nation’s AI capability lies not just in its patents or processing power, but in the integrity of its standards.

By embedding ethics into the very architecture of intelligent systems, standards can help ensure that AI serves humanity—not the other way around. They represent a pragmatic middle ground between unchecked innovation and excessive restriction—a pathway toward trustworthy, inclusive, and sustainable technological advancement.

As the automotive world accelerates toward an autonomous future, one lesson stands clear: the road to progress must be paved with principles. And those principles must be codified, tested, and upheld—not as aspirations, but as obligations.
